Elementary School will open for the 2008-2009 school
year. The school is opening to help relieve overcrowding
of elementary schools. With a new school comes student
reassignment. A complete presentation of how the new

It is important to realize that
the constraints used to develop the new districts are
listed on page 30 of the document. Other examples of
constraints used in other counties are listed on page
27. It is even more important to realize that Franklin
County Schools uses race as a constraint to comply to a
Federal Court Order that requires the school system to
socially integrate each school. The requirement is that
each student body must be within 15 percent (plus or
minus) of the counties' African American population. |
